I see what you did there, and you know what I’m trying to do too, but neither of us call each other on it.  Why? We both know the rules of the game, and what strategies work best in the game. Knowing these things is to know the meta-game.

But neither of us goes there. We feign ignorance of the meta-game because it’s too complicated. In the game, we know what we need to do, things are structured. Going to the meta-game requires new strategies, no comfortable rules to hang onto. In other words, we don’t want to open that can of worms.

Is this a stable strategy? No, it can’t be. Eventually someone is going to man up and play the meta game, and if he can develop a strategy (any strategy at all) then he’ll always win against your wild flailing. You know the meta game exists, but you don’t know how to play it.

Unfortunately, that’s an arms race, and you have to play it if you want to win. That’s the meta-meta-game.
